Monthly the home page background needs to be changed and it is hit miss as to whether I am able to find the page setting button. Although, I have directions of opening the page in edit mode and how to change page settings, I cannot find that option in the right panel. The little icons do not appear at the top of the page for changing background.

The last time I was able to change the background on our home page, I made screen shots of every step taken. Now they do not work.
