I have tried the url route and get this error: Could not reach the URL address. HTTP error: 504 (error)
My file is over 256mb so I cannot upload it directly.
FTP access is not allowed for cloud WordPress.
I am trying to upload a backup of my current website so I can redesign it, but I have no idea how to get it over to staging on cloud WordPress. Is this not possible?

Unfortunately FTP access is not enabled for Cloud WordPress installations and the maximum upload file size of 256 MB is a hard limit, and we apologize for any inconvenience this causes you.
However, one thing you could try is reducing the overall backup size by excluding files or folders from the backup, such as the Uploads directory. This might allow you to generate a backup file that is small enough to manually upload through the dashboard.
