It’s typically the second line of text after the Site Title. The Tagline is always a Heading 3 element.

In the Dashboard navigate to Appearance → Customize

In the Customizer menu navigate to Design → Header→ Tagline

The same options available for the Site Title are available here – you have the ability to change the color, fonts, and more. If you wish to remove the Tagline, you can select the text and delete it. It is not required for your website.
