I can edit the fonts and all text... can add blocks... just widgets and menus I can't ADD or edit at this time

I haven't added any plugins... I haven't edited the site in over a year and now I want to add my additional pages to the menu bar

I can edit the Title lines just fine... cannot edit Menu or widgets

when I try adding menu the ADD button just blinks when I click on it
