The advice in the WP article didn't work either. We have been struggling to fix this problem for several months now. Could you let me know if there's another way this can be resolved?

We have it set to our admin email and still don't receive notifications. 

Is there a way we can check which email it is sending notifications to? We already have what you first suggested, all the boxes selected, so that doesn't seem to be the problem.
